[Acoustics] LC Program Revised

The LC program available at hydroacoustics.usgs.gov has been revised to fix
two bugs that prevented users from using the program to document and save
verification that there was not a moving bed.

If you are currently using LC you will only need to download the new LC.zip
and replace your existing LC.exe and LC.ctf with the new files in LC.zip.
You will not need to download or install MCRInstaller, if you have
previously done so.
