Good Day, WinRiver may not be the culprit. We are experiencing similar
issues with our swath bathymetry system. There seems to be an unpredictable
latency with serial ports, in this case, with Windows XP and our bathymetric
data collection software.
The folks at Hypack talk about timing problems with GPS at this link.

I cannot seem to locate it again, but I have seen a document at the Hypack
site that discourages the use of USB to serial converters, again for latency
issues.
We are going to try and nail down the timing issues we are having within the
next several weeks. We are also going to evaluate a serial to Ethernet
converter, hopefully that will improve time and GPS stamping of our
bathymetry.
